Which of the houses actually have a GPA cutoff? I know to rush it's a 2.5 but do houses have cutoffs beyond that?

international sets standards for each chapter. Most are higher than 2.5. If you have a low GPA, you should really focus on your school work first. GPA tends to dip during pledging. Mine did.
