Yeah they can, but they have to know the guys pretty well. At least I think so!
Parties wise, I can give you the run down on a few of the better ones

Beta/SigEp - Both are classy guys and treat the girls well. But they have their favorites in terms of sororities and usually stick to them and a select few groupies
Delt - Fun guys and they go pretty hard, run out of alcohol a lot, but they hang out with DG and their own groupies too much, not really branching out
Kappa Sig - Big parties with what seems like a different group of girls every time I've been there. Tons of alcohol and events are really fun.
Phi Delt - Nice guys, some are hit and miss, but they throw fun parties with a good turnout each time. woodchoppers is awesome
Sigma Chi - awesome group of guys, they throw fun raves and normal parties. no as many girls it seems like but still really fun
DU - guys are alright, pretty awkward at times, but their events are fun, parties pretty average
ATO - huge parties every time, but can be kinda creepy. lots of people and lots of booze

Those are the only ones that I can tell you about
And Delt and Kappa Sig have the best tailgates. Hope that helps you
