snap bids

So I was reading about how the whole recruitment process works with bid lists and everything and I know that for chapters that don't reach quota that they can offer Snap Bids. I know it's happened on other campuses but could someone tell me if they ever happen at UNL? Or do they mostly get to quota through the normal process?
