It is possible but you will most likely get dropped if the vote comes down to you and another person with a higher GPA even if you had a good conversation with the recruiter. Chapters want a high average GPA and unfortunately, a 3.0 is almost probation terms for most chapters. Best advice, explain why you have a low GPA to your recruiter, show that you're motivated to raise it in college, and if you have a good reason to why it's low, they might be able to look past it.
