It is never possible for ALL CHAPTERS to do open recruitment. A chapter's eligibility for open recruitment is determined by campus total. If your chapter does not reach campus total after bids are received your chapter will do open recruitment. Campus total is set by taking the size of each chapter and dividing it by the total number of chapters, thus getting the average. It is impossible for every chapter to fall below average, thus about half of the chapters will do open.

while you could submit a request this rarely if ever happens. All chapters above total are not open recruiting. If your chapter is doing open it is because you are below total.
