panhellenic council

I was doing some research into the "governing board" of the sororities, The Panhellenic Council and I noticed something odd:
1) Is there a reason there isn't someone from every house on there? There are only 9 spots and I know there are a ton more houses than 9 on campus. Does it make you a "better" or "worse" house if you have someone on the council?
2) How come I can't figure out what chapter they are a part of? I mean I could on one or two of them pretty easily but most of them don't have social media. Is there a website that would tell me which houses they belong to? Or do they not actually all belong to houses? Is it like 2 ppl greek and then others aren't? To balance things?
I just think it would be really cool to be a part of the sorority student government kind of because I did StuCo in high school. I just want to know if some houses can't be apart of it or if some are always a part of it?
I know I have to get into a sorority first before I can do any of this, but I just thought it was weird they didn't say what house they were in, if they were in a house or if all houses can be a part of the Council. Sorry for the weird questions. I am just trying to figure out how the system works and how recruitment works

All of the girls are in houses, but they try to keep their chapters private heading into recruitment so you aren't swayed to like one house more than another based on one girl. The members of PHC will most likely talk to you during recruitment so they don't want you to be biased. Anyone can be on PHC as long as they are Greek and have the qualifications (GPA, grade, etc.) but I would say your best experience would be to serve as your chapter's Panhellenic Vice President for a year to get used to working with other members of the Greek community.
