what makes a top house a top house?

Just curious to know what characteristics people look at to determine what tier a house is. Seems like a lot of people say that the rude/party houses are top...why not the smart, nice & involved houses?

Beta, sig ep, phi delt, Farmhouse are all considered top houses and they are smart, nice, and involved. SAE & Delt might be the only top ones that don't fit the nice/smart/involved criteria but they still have good guys
