Second-semester rush is called spring rush. Most houses normally start looking for guys at the end of fall semester and over Christmas break. The amount of guys all depends on what each fraternity needs/wants. Your best chance of rushing this way is by knowing guys in the houses you like so that they can recommend you and put you in contact with rush chairs. If you don't really know anyone in a house you're interested in then try checking out their websites for rush contacts.
