lower-ranked frats improving

I've been hearing/seeing that some lower tier fraternities improved a lot while some traditionally higher tier houses struggle. Do people get the same impression?

Their PCs this year and last year are actually different/better. Very down to earth/fun guys. Sort of underrated.
