The new head of OFSA is working with Philly police to bring down off campus frats like he did successfully at Syracuse. There was talk on here about OWLS having trouble with cops - it's not just them, apes and theos are as well, they can't throw anything without getting shut down.
Dont get me wrong, Theos and oz aren't going anywhere- they have strong connections with police and Penn alumni. Apes and Owls however will likely get disbanded in a few years.

This year more than any other has exemplified the decline of off campus fraternities. Theos, Oz (to a lesser extent), Apes, and Owls have struggled in dirty rush. Not having a proper open rush honestly cripples them a lot, because they only invited people who know brothers, or are from their highschools, cities, and such, and are deprived of quality pledges that open rush on campus. Unless this is changed, I see most of them trending down pretty quickly.
