Lower top: Castle, Owls, SAE
Upper mid: APES, Zetes, Beta, Phi, ZBT
Mid: Kappa Sig, Sig Chi, TEP
After that FIJI, and then below SigEp, Crows, Sig Nu and friends

Besides maybe Castle/Owls being a bit too high for my taste(debatable though), this is honestly spot on. It's very hard to rank Tier 2 and 3 and this does a good job of it.
