Question about diversity

Correct me if I’m wrong but isn’t Hispanic a cultural/ancestry thing? Like you can be black/Caribbean Hispanic, white/European Hispanic or indigenous/American Hispanic? And most Hispanics are mix of the 3? Idk I’m not the expert but if true, then no way to know who really is Hispanic or not

I think he meant like Hispanic culturally and speak Spanish and all that
