What is the point of the second option?

Where do you recommend these houses be, then? Regardless of the fact that Locust frats are incredibly white, it's bizarre that some of the prime real estate on campus is only accessible to 40-50 people.

Look even if a lot of people are for option 2 that would mean it could scale well for a petition to at least force Penn to give a large space for minority groups.... it would at least mean that people find the current situation unfair and possibly against uni core values
