What's Penn's social scene going to look like in fall

so like what will penn's social life realistically look like for fall semester? will parties still be a thing? or will everything largely be off campus at bars, other schools, etc. pls don't hate me for being ignorant, i'm just an incoming frosh who's feeling disappointed after reading the "penn compact"
