Because they're under Panhel they have to play the numbers game. They can't afford to cut everyone they don't like for the sake of branding because then they'll come in under quota. Also being a small chapter limits their funds obviously because they collect less dues which makes it harder to do more things during the semester.
The problem is how vicious penn is. ~1000 girls rush and 400-500 girls should get bids assuming every chapter meets quota at around 50-60 members. Some people drop because they genuinely don't want to be a part of Greek life. Many people would rather drop than to give a lower tier chapter a chance because they either think they're too cool or that association with a lower tier chapter will make them uncool.
Adpi recruited to the best of their abilities this semester, if the 200-300 girls who dropped recruitment because they didn't get their top houses stuck around and didn't care so much about what others thought, then maybe they could have contributed to making adpi and other lower tier houses better. If only penn didn't care so much about tiers and vanity.
