Why are the top frats at Penn so culturally different than most of those at other schools?

If you're asking why about half of the houses considered "top" have loads of kids who were losers back home and in their high schools and would be in bottom tier frats anywhere else (Theos, Owls and Apes most notably)... well that's the million dollar question isn't it!?

This is definitely Apes lmao. I think the general point "Let's see" made holds true if you exclude Apes, a true mystery unique to Penn.
