oz theos owls As and castle have the most/best parties. first three are off campus. both on and off campus have been cracked down on lately, leading to on campus having to register parties and off campus getting parties broken up all the time so it kind of evens out.
not sure what other on campus frats like phi delt and beta do for parties but those 5 above are the ones that are considered the best parties. hope this helps

On campus has to register their parties, which is still better than getting shut down after 15 mins. The important thing is that on-campus fraternities have off-campus houses where they can throw parties, whereas off campus cannot "register" their parties.
Penn knows which houses are affiliated with which fraternities so typically the off-campus parties of fraternities like A's, Castle, Phi Delt, etc get shut down less.
Hate to say it, but off campus fraternities will definitely be a shadow of their former selves in about two years. The new fraternity and sorority guy already shut down otf campus fraternities at Syracuse, and he's bound to do it at Penn too.
My guess is some off campus houses might merge with on-campus, but that won't happen for a while.
