i would actually argue that theta and gamma phi are more outgoing then some of the "top tiers" because they socialize with more than 3 fraternities...

Yes! They actually do! Every chapter has members that go out and members that like to stay in, if you stopped hating on them you could actually realize that there nice and a lot of fun!
