First off all, we don't know that for sure. It varies by year depending on the group and the sorority.
The girls that I know in AGD and Theta that put effort into being members there LOVE THEM. Like seriously, I know so many girls that really treasure their experiences there.
However, the reason that they seem to have low numbers is because they're not the best recruiters. And if you're not the best recruiters, you have tremendous pressure on you to keep your chapter numbers up. Therefore, your bid list is pretty long, and unfortunately, for a lot of girls it's not their first choice of house. Because Panhel discourages suicide bidding, a lot of girls that don't want to pledge one of them, but get dropped by another house, get stuck there and subsequently drop either on bid day or shortly after. This is why they often have a second round of informal recruitment shortly after or participate in snap bidding or continuous open bidding.
I say you get what you put in when you join a sorority. Regardless of where you end up, if you put the effort forth to meet your sisters, go to events and help out your chapter, you will have a much better experience regardless of if you join Theta or GPhi or Kappa or Pi Phi or wherever.
