What sororities, if any, are severely limited for new members based on quotas?

Quota is the same for every house (which is kinda BS bc there is like a 50 member difference between aopi/dz and like adpi/ChiO)

quota is like fifty girls rn but it changes all the time (typically between 40-60).

Does this quota apply to all pnm or just freshman? In other words, are sophomores , juniors and transfers exempt?
