The only way you can tell for sure is to call panhellenic office. Some idiot keeps pretending that various houses are recruiting and then making fun of them for it. Since everyone made quota the only houses that would be under total and eligible to recruit are those that graduated several girls early or that lost some to student teaching or HSC.

making quota doesn't mean you are at house total additionally houses at total can still take quota during formal recruitment so the houses most girls want end up well over house total every fall, some of the better houses often referred to as the top houses are well over total several by 10 percent and those houses are not allowed to spring recruit giving the houses who need more members a chance to get more members without having to compete with the most desirable houses on campus make whatever excuse you need to make for yourself or your chapter
