If I have had a 4.0 transfer GPA what are my chances if getting a house specifically a top house

You are likely to get into a house, you are very very very unlikely to get into a top house. Top houses don't ever take sophomores unless it's a REALLY extenuating circumstance (i.e. you have an in-house sister currently attending OU).
