by: @moveonSpring recruitment does not occur like YOU keep trying to spin it. The only houses on a campus and let me be clear ON ANY CAMPUS that can spring recruit is houses not at house total. A campus can raise house total OR all the houses on a campus can be under house total but otherwise no houses on campus at house total may participate. This is decided by National Panhellenic that actually has a representative from each of the 26 Panhellenic sororities. It is the governing body of the entire Panhellenic. They govern every campus in the US. Once a house total is set on a campus any house not at house total can spring recruit. The national sorority then has their individual sorority spring recruit. The national sorority will have the houses not at the campus house total spring recruit for ONE reason. The reason is the individual sorority's national office doesn't want their campus chapter's numbers to drop dangerously lower than the member numbers of the houses at total on the campus because the lower their sorority numbers drop the harder it is to build them back up because a house at total can go over house total only during formal recruitment because the houses at total are allowed to take quota every year. Houses that recruit well AKA the " top houses" therefore remain above total. They seem to keep getting larger and larger so the houses below total are given the opportunity to increase their numbers during the spring to keep their numbers in hopefully a competitive range.
