For sure is agd because they didn't make quota.
As for all the others, it depends. Some have nationals that require them to if they have had any girls graduate early, get into nursing school or other OUHSC programs, or leave to study abroad.
Other houses nationals require them to fill those places next fall instead. So those houses don't.
It all depends on nationals.
There is a lunatic writing millions of comments on here saying that top houses don't spring recruit. Some do. Some don't. It has nothing to do with being a top house, though. She may not know which houses are taking girls because it's only a few and it's mostly girls they already are friends with.

People aren't stupid but apparently you are. Houses only spring recruit when they aren't at house total. Nationals don't decide unless of course you aren't at house total and they need you to get your numbers up. GPB is never at house total. Guess why

G Phi needs to in the same way that any top house does. Only if their nationals requires it. They have lost any new members like your houses have. But they do have girls who are very successful so they may have early graduates and health science center girls.
