It's a sorority thing. All the girls who go to pref night at any of the eleven houses are added up then divided by 11 the number of sororities. That's how many girls a house can choose to take, but they don't have to take them generally speaking all houses do though because you want to keep your numbers up. A quota addition happens because OU doesn't allow cross cutting which basically insured each girl at prefer gets a house if she doesn't go suicide or chose only one house. If she's not high enough on either houses list she is added to her first house choice. House total is max number of girls allowed outside the quota of fall recruitment. If your house is at house total it can only add members during fall recruitment. System is in place to help lower houses keep their numbers up. It's bad for any of the houses to close and honestly every house at OU is outstanding but as in life everything has a pecking order.

I thought quota was determined by the number of girls that start out rush vs the number that are still around on pref... Which is correct?

The person above is correct. Fraternities don't have the same rules.
