I don't understand what you mean by "One of GPhi's main targets" but the comments you're referring to do post about how good their grades are. Because they are good.
Theta's grades are better. I haven't seen anyone try to deny that. It's a fact easily checked.
It's also easily checked that Gamma Phis have been in the top 3 to 5 for the last many years.
I think it looks like you are trying to start a controversy where none exists.
