how do y’all find so many people to write recommendation letters I’m struggling

When I was struggling to find rec letters last year I had a family friends tell me this process. Find a Panhellenic association nearest you. Most of the websites offer a local contact email for each sorority and you just email them your situation about how you are struggling to find letters and kindly ask if they could put you in contact with someone who would be willing to write you a recommendation letter. Most of the women will gladly will put you in contact with someone and answer very quickly. For example let’s just say you live in Tulsa, google Panhellenic Association Tulsa and maybe add “recommendation letters” or “local contacts” after you type the first part. Have your mom help. She can tell all her friends (from the neighborhood, church, facebook, etc.) that you're needing recommendations. Also if you have some recommendations, ask the people who wrote them if they have friends in the houses you're missing. Also, if you haven't already asked your teachers, they're a good source of college ladies who would be happy to write recs for you.

So how should I go about making friends in the houses that might end up doing COB and how do i make it clear that I want them?

This is a different question. Are you doing COB or formal recruitment? As to how you make friends, just do it the way you would in any other circumstance (assuming you have friends irl). After you are friends, you can mention to your friends that you're open to COB if their house is participating.
