This is summer. Spring recruitment is over and the next time you can be recruited is in the fall (August). The way it works is that if a house graduates girls in December or has several that are studying abroad they might offer bids to girls they already know because they are friends with girls in the house. Some houses are not permitted to participate by their internationals and they try to convince girls that their inability to recruit is actually because they're too popular.

All of the houses except AOPI made quota so that's not the reason for any house except AOPI

Quota is based on the average number of girls taken by each house on campus. If your house is under the average for OU, then OU lets you do COB. Last year four houses did it...

COB is based on house total (average number of girls per house), not quota. Last year only one house didn't make quota (I think it was A O Pi). All the rest made quota. Half of those were below total and half were above. You can be above for bad reasons (girls taking an extra year because of not getting their requirements in to graduate) or a great reason (no girls transferred). You can be below total for bad reasons (girls transferred out of your house) or a good reason (girls graduated early, got into OUHSC, or are doing a study abroad year).
Now for the person who thinks it's nationals. It used to be when you were here probably. Now almost all the sororities have chapters in Canada and so their headquarters are called internationals.

1) girls are only actives for 4 years so staying an extra year won’t affect the total
2) houses do call it nationals. your house might not but that doesn’t mean that everyone doesn’t
