Nope, there is no spring rush. Spring Rush and COB are the same process. You'll still need to sign up with Pan for grade checks and submit a resume, but that's it.

It really depends on the policy of the national org. Some groups won't extend a bid without a rec from an alum; some groups allow current members to write recs, and some don't require them at all. If you are in the COB process either now or in the Spring and the group really wants you they will probably figure out how to get a rec for you. This is different from Formal recruitment where lots of groups consider girls without recs to be easy cuts.
