It depends. If a chapter does not make quota, or if they're below total, they can COB. This is usually the "weaker" chapters rather than the "top" ones. Also, COB rules are very loose, they don't have to open it up to everyone or publicize it, so it could be hard if you don't already know women in the chapter.
Stick with it, this is your best chance at a bid.

Any house that isn't at "total" can COB if their national organization allows them to. Some do, some don't. Don't believe what the person in #1 said -- it's not only the lower houses. She's on here a lot using that as a reason to dis certain houses. She is right to tell you not to count on it though. Houses that do spring recruitment or COB usually take a very few girls that are best friends and hang out with girls already in the house. If you're thinking of dropping out of recruitment, I'd suggest you not. Stay in. Find a house. Get involved. Make it the best house at OU.

Some houses are required by their nationals to hold continuous opening bidding if not at house total. If you think the house you want will do this, then feel free to drop recruitment, but know it will still be a challenging process. Good luck, and I hope you find your sisterhood.
