rush packets

I'm in the same boat as you, but I'm pretty sure the Rush packet is for whoever is writing a Rec for you. They may pass that on to the sorority, but I think what the sorority gets from you is whatever you submit when you sign up for recruitment.
If I am wrong, hopefully someone will correct me, but I've put packets together with pictures, a resume, transcript, etc... for my wonderful Rec writers, and wasn't told one needed to go to sororities as well.

Packets with your information go to whoever is writing your recommendation/letter/RIF/Sponsor Form or whatever the sorority calls it. You do not send anything to the sorority houses; most of them are closed over the summer anyway. Many groups do online submissions now, so the alum writing your rec will do this and the form is sent electronically to the chapter at the school you are attending.
Each chapter recruitment team will get a summary of the information you provide when you sign up.
