Beta and fiji are the most exclusive. You have to be connected or show a tax return. Both always land whoever they want and know who they want by june. Its tough but not like impossible.
the other houses are pretty lenient and all it takes is just maybe being known or having a friend in such house. A lot of the other houses like sig ep, lambda, ato, sigma chi all spring rush so if it doesn't work out in fall.
