is it true about colonization?

I was going through the posts and came across the post about colonization. Is it true that Panhellenic won't bring a chapter because they "fear" that a chapter will leave?
I think that is very disappointing because I believe that our school has great girls that could make a new chapter successful without cause the demise of another...
Phi Kapp lost their house, so this is the perfect time for a chapter to colonize, because we already have enough Frats, and fewer sororitys.

Three houses have been added since 1997, and three have left. It takes a lot of time, effort, and money to bring a group here. Those groups who have left at any time in the past may have 'dibs' to return to our campus should it open for a new sorority since they may have that agreement with panhel/campus and may still own their homes. But the odds have realistically been that when one group leaves, another comes then another leaves then another comes and so on ad nauseam. The cycle has repeated enough to make it seem we do not need another group.
