It entirely depends on what total is and whether their international rules require them to. Most would rather not, but some are required by internationals to if they're under total from early graduations. Some who are not allowed to participate come on here and say they are a top house because they don't. Everyone who knows about OU Greek knows the two things don't have anything to do with each other.

These were the chapters participating in the event. So the list may be incomplete... it is informal rush. The rules aren't strict outside of that a group can't take new members if they exceed total.

Houses that aren't required to or prohibited from informal recruitment don't go. You'll only see the houses that are required to participate by their nationals and the ones who really need girls.

We're not required to so we already took 4 girls and our name isn't on your list but we're done now.

You're weird. It's not off the books. It's informal. You don't have to sign up unless you are forced to by your governing council. So keep your nose in your own business so to speak.
