who can write letters of recs?

I have a couple questions!

1. how many letters should you send to each sorority? do all sororities need one?

2. who writes them? only legacies of the sororities I know, but do they have to be OU legacies?

3. can you send a second letter not from a sorority legacy? like from a good friend or adult who you're close with?
