Did Kappa already have their PC planned before rush even began this year? Seeing some girls that have little to no resume and aren't legacies get selected because of their Instagram followers or $$$ is disheartening to the ones who are great girls who have done amazing things.

All houses have a pre planned list of their ideal PC before rush begins. Obviously for most houses it changes as girls cut them/get cut, though.
