They do - theta failed at arkansas as well as DG and DG is coming back so you never know. I think it depends on the culture and climate of the greek system. I think we could handle a new sorority here but I would not want to try an implement a new sorority at SMU or UT - the environment is to toxic for a new sorority to survive.

When a Panhellenic community feels like they're ready for a new house, they announce that they're open for expansion. Any sorority can submit an introduction packet about their organization and how they would colonize. Panhellenic then votes on which organizations they'd like to hear more from and invites those orgs to campus for interviews. Panhellenic listens and votes of which one to invite to their campus.
In other words, unless you're a Panhellenic representative at the right time, you have absolutely nothing to say about it.
