Oh my...so much inaccurate information. Seriously friends, if you don't know the process or policies then DO NOT MAKE STUFF UP. Last year there was a change from 3 pref parties to 2. Yes, a few chapters had to snap bid. Rush process is based on formulas, past return rates, logarithms, etc. The data used last year was based on previous 3 pref return numbers. No surprise with the outcome on a first year of only 2 parties per PNM. Snap bids are not super common but also not uncommon and don't signify "strong" or "weak". Quota additions are different than snap bids.
