There is no room on campus for another house and without a house on campus they won’t succeed.

There is room.. old adpi house old zeta house real estate is available.. I’d expect theta to come back and zeta to try too

Theta is NOT coming back any time soon. Zeta may or may not be able to come back, depends on how their current resources are committed. And you can't just seize the houses on campus, they are already owned. One thing is certain, the other NPC sororities are watching how AXO succeeds here very closely.
