Quotas and Cuts

There is no such thing as 'have to be cut' to keep to a predetermined number that chapters will take. That is not anything like the way it works. Recruitment numbers are not about getting rid of PNM's. Quota is not a pre-set number, releases are given to each house each round based on percentages and not hard numbers, and everything depends entirely on how many pnm's continue the process from round to round. Stronger recruiting chapters must release more PNM's but it is proportional to the number of PNM's participating. The more pnm's who stay in the process means the more will be invited back and the more bids there will be. Quota is higher when there are more PNM's, it's that simple. Any PNM who ranks both her pref houses is guaranteed a bid to one of them. A PNM who is only invited to one pref is guaranteed that bid if she wants it. The vast majority who don't get bids drop out of their own choice.
