Is rushing as a sophomore bad/hurt your chances? I want to work on my grades a bit before I go through recruitment

Yes, very.

You'll be limited to bottom tier. Since you'll be here a year, you'll be expected to know a bunch of actives. Which is hard to do considering you aren't in their house.
