If you are talking about sororities, there is not a preset limit. Quota depends completely on how many pnm's sign MRABA cards after prefs. That number divided by the number of chapters = Quota. More pnm's = more bids. Every pnm is guaranteed a bid IF she ranks both houses where she attends pref, or just the one house if that's all she has. This means that some houses will take more than Quota in order to match everyone with a bid, which is called Quota Plus. If you have two houses but only put down one you are not guaranteed a bid there, and if you only have one house at pref and put them on your card then you are stress free because you know you are getting that bid.
