It’s actually because a lot of girls that will end up in KD or XO are pretty obvious and they other top houses know it so they won’t waste an invite on a girl they think is 100% set in a different house. So that leaves them with two houses on each end of the “tiers.” Also sometimes the PCs fill up and these girls get their second choice which is why it’s super inaccurate to say anyone in those houses was cut or not too house material.
