Well if we are going to be actually honest, it looks more like this:

KD/DDD
DG/Chi-O/Phi-Mu/Kappa
AOPi/Pi Phi
ADPi/Alpha Phi

Phi Mu and Kappa are actually higher than Chi-O, but at one time Chi-O must have been top, so they are kind of holding on to some old tier base rank.
