Snap bids are given before bid cards go out, which was yesterday. What you are probably looking for is called continuous open bidding (called COB). That means that any chapter that still has room to TOTAL (NOT quota) can offer bids. There many not be any or many offering COBS at this moment, BUT that will change next semester because chapters are always losing members -- to transfer, graduation, drop for usual reasons like cost, etc. So, if this of interest to you, let your friends know in individual chapters AND reach out to Panhellenic because they will maintain a list of interested girls and/or open chapters next semester. You're right I guess I meant COB. Obviously I'm still a little confused. Thanks for a nice, honest answer.
