does Phi Mu take a lot of out if state girls?

All the sororities have large numbers of out of state members, however for several that would include their large number of Memphis girls, which for Ole Miss purposes might as well be part of Mississippi. Phi Mu does have a large number of out of state students and does seem to consider girls based on their resume and potential, rather than what High School they graduated from. Make sure you have several good letters of recommendations. And no matter what, go into recruitment with an open mind.
