most will if they can, because it's often national policy to always recruit to total (meaning that if they ever fall below total and are therefore eligible to recruit again, their nationals will encourage them to), but that's complicated by the new quota structure because who knows if a chapter will fall below total now? and if they do, depending on the chapter and how many sisters they're under, they'll probably do it very hush-hush, with active sisters (mostly new initiates) asking their friends who aren't affiliated if they want to join. If you're interested, feel free to reach out to Panhel, but your best bet would probably be to make friends with girls who just joined this semester and then let them know that you'd be interested in their chapter if they needed more girls in the spring. But, a word of caution: don't just make friends with girls in sororities because you want to join one! They will see right through that, and that's not a quality they'll want in a sister.
