dropping and expecting to cob

I don't get why girls who drop because they don't like what they have left think they can COB with different results. It's not like COB means you get to pick your sorority any more than you could during formal recruitment. If a sorority cut you during formal, why do you think they would suddenly pick you up during COB (if they even do COB)?
