By how much? If they fell short by only a few girls when all was said and done, but still picked up 170 or 180 girls or something like that, that's still a good number for them. What was their quota?

Wrong. The quota for adpi, theta and alpha phi was 160. adpi got 177, alpha phi 184 and theta 140.
