Honey, they messed with numbers when they instilled this whole variable quota system!
Which by the way is also not mentioned in the green book you speak of.
All I'm doing is repeating what our president and rush team told us.

Unanimous Agreement VII - College Panhellenic Association Judicial Procedure
Section 5A
Sanctions shall not:
• Forbid formal or informal recruitment activities or the observance of an inter/national fraternity event such as an educational program, ritual ceremony or historical celebration.
• Affect a fraternity chapter’s quota or total.
• Affect the time of new member acceptance and/or initiation.
• Forbid the right of an NPC fraternity to vote in College Panhellenic meetings.
• Include removal from the College Panhellenic.

1) Per national panhellenic rules (npcwomen.org), this type of penalty would not be allowed. A recruitment penalty is a fine or bringing in a speaker for the chapter or the entire panhellenic organization.
2) When an infraction is filed, the chapter has a hearing with a mediator AFTER recruitment. If they are found guilty and can't come to terms, they appeal and it goes to the national panhellenic to determine the punishment. SO, there is no way in hell that any group has already received a punishment for ANY recruitment violation.
3) It is a given that multiple infractions are filed against every chapter during recruitment. It is the nature of the beast. It is a competitive time. But making up stuff like this is pretty low.
4) With any infraction in panhellenic, the national panhellenic conference mandates that the penalty matches the infraction. A collegiate panhellenic couldn't take away or cut the number of pledges a group takes, or anything super serious for something as minor as a recruitment infraction. Taking away social is something that happens to chapters across the country for hazing and things like that.
5) Play fair ladies. This lying stuff is what gives us all a bad name.
